  • Cover Image SIX Scenarios for Learning
    Abstract:

This chapter starts by reviewing the learning aspects of some of the scenario projects discussed so far or described in the case studies in Part III. It then discusses examples of the use of scenario thinking events designed with the aim of increasing the capability of the individuals rather than immediately linking to policy or to business planning. It concludes that scenario building events in workshop mode can create shared vocabulary and stimulate thought, and that working with pre-built scenarios can combine a well-researched context with tailoring to a specific organisation.

Abstract: All local authorities in the UK are required to produce community plans and authorities have adopted a range of approaches to the task. In Surrey, it was decided to use scenario planning to create a vision for Surrey, looking towards the year 2020, as the basis of its community planning process. The Surrey Strategic Partnership (SSP), embracing all the local government authorities, statutory and community publicservice agencies, voluntary groups, local universities and business groups, provided an inclusive mechanism to link the diverse Surrey communities

Abstract: The UK’s National Health Service (NHS) is a complex, large, £35 billion organisation that employs one million staff. In 1994 a small group formed to try and replicate the success of commercial organisations with scenario planning to help change planning in the NHS and aid strategic thinking and learning. Traditional approaches to planning for the future were not proving effective for the uncertain and multifaceted NHS environment.

  • Cover Image THREE ICL’s Experience of Building Scenarios for Strategic Planning
    Abstract:

This chapter compares three phases of scenario building in ICL over the 1990s. In all cases the intention was to link to strategic planning; in all cases the communication of the scenarios in a useful form, and embedding scenarios into decision making, proved to be critical. The sections on lessons learned cover these points.

  • Cover Image TWO Where Are We Now?
    Abstract:

This chapter looks at two aspects of “where are we now?” – what is the current use of scenarios, and how is this likely to change? The evidence is that organisations have mostly used scenario planning to help in anticipating specific threats, for instance from environmental pressures, political changes or industry structure changes.

The second half of the chapter looks at forces on the world today and asks the question: are we in a period of change that will be as extensive as the oil price shock? The futurists talk about a paradigm shift. What is the source of this and what are some of the indicators? We look at some of the changes anticipated over the next decades.
